A small series that fixes CTS test
android.hardware.camera2.cts.StaticMetadataTest#testCapabilities
and prepares to address
android.hardware.camera2.cts.CaptureResultTest#testCameraCaptureResultAllKeys

Sending out early as multiple people is playing around with
getResultMetadata() and merging this fast will avoid annoying rebases.
