Debayering configuration needs this information to arrange things accordingly, e.g. to set up shader parameters. Let's add a corresponding flag that is set in the LSC algorithm (if present) and passed to Debayer::configure. This is similar to what we already do with CCM availability. The flag is ignored by CPU ISP, where LSC is not going to be implemented for now.
